  • Outdoor Watering and Water Conservation
    NOTICE: Columbia County is currently in Drought Response Level 1.
    Water may be used outdoors on designated days as specified below.
    No outdoor watering permitted on Monday.

    Even-numbered addresses (those ending in 0, 2, 4, 6, and 8) may use water outdoors on Tuesdays, Thursdays, and Saturdays.

    Odd-numbered addresses (those ending in 1, 3, 5, 7, and 9) may use water outdoors on Wednesdays, Fridays, and Sundays.

    Outdoor water use is prohibited on Mondays.


    Penalties for Violating the Water Conservation Ordinance
    First Offense Written Warning
    Second Offense $100 Fine
    Third Offense $200 Fine
    Fourth and Subsequent Offenses Disconnection of Service


  • Dog Walking in the Community
    Recently we have been asked to explain the dog walking policy in our community. We follow the same guide lines as the City of Evans and Columbia County.

    They state:

    1) Dogs are to be walked on a lease unless on your own property at which time they must either be attended too or on a restraint sufficient to hold the animal.
    2) Animals must be vaccinated and the vaccination must be current.
    3) Animal droppings must be removed by the owner of the animal and not be left on others’ property.

    These are just a few guidelines to be followed. Be a good neighbor, pick up after your animal.

  • Proposed By-Law Change Info
    The Highgrove Community Association is currently proposing two changes to our By-Laws. Below is a brief detail of what is being proposed. For a copy of the point paper with more details please email Highgrovetreasurer@gmail.com.

    1. Combining of HOA and Pool Dues:
    - Proposed HOA Dues of $465.00 per year
    - includes HOA Dues, Pool Membership, Free
    rental of clubhouse any time it is available with a
    refundable deposit. Free pool parties with
    refundable deposit, but still responsible for paying
    for lifeguards for the party.
    2. Shorter Grace Period for paying dues
    - Proposal is to mail HOA due notices in November
    with HOA dues being due on January 1st. Dues will
    be considered late if not paid by February 15th. On
    February 16th, a late fee of $50 will be added to any
    homeowner that has not paid their dues. Any dues
    not paid by March 15th will be turned over to the
    attorneys office and the homeowner will be
    responsible for the $50 late fee, all attorney fees,
    and 18% interest in addition to the HOA dues.

    The next Special Voting Meeting will be held on August 12th.

    To vote you can do the following:

    1. Email your vote to Highgrovetreasurer@gmail.com and include your name and address

    2. You can put the flyer you received in the HOA drop box along with your name and address on it

    3. Attend the Special Voting Meeting on August 12th

    Flyers turned in without names and addresses will not be counted.

  • Pond Repair Campaign Info
    The first meeting for the Pond Repair was held on July 22, 2010. We established a Planning Committee to help get everything organized. We also set up the next meeting date, which will be July 31st at 9:00 am at the pond. This meeting will be for everyone interested in helping to repair the pond. We will be assess what needs to be done at this meeting. The first tentative workday is scheduled for August 7th.

    We are trying to get some items donated or loaned to us to save on cost. If you can help with any of the donated or loaned items needed please let us know. You can email us at Highgrovetreasurer@gmail.com.

    Items Needed:

    Trailer to haul heavy equipment ie: Bobcat
    Lawn and Leaf Trash Bags
    Roundup
    2 Gallons of Gasoline
    3 - 4 Chain Saws (And people to us them)
    2 bottles of chain saw oil
    Files for sharpening Chain Saw Teeth
    Cordless Drills
    Hammers
    Nails
    Pruning Sheers (Large Capacity)
    Shovels
    Water for the workers to drink
    Gatorade for the workers to drink

    The initial plan is to clear any necessary trees, stack wood, pick up trash around the pond and at the mouth of the pond, fix the steps, dig out some of the high spots to make more level, and cut down the weeds and clean them up. The dam and spillway areas need to be cleaned up and possibly reinforced. Once this is done the piping will have to be repaired to allow for the pond overflow. This is the pipe that broke that caused the pond to drain. The pond is naturally fed by two springs, so it will eventually fill back up on its own. After everything is complete we are going to see about restocking the pond with fish.

  • Burn Ban - Georgia Forestry Commission Reminder
    Starting May 1st through September 30, 2010 an outdoor burning ban has been implemented by the Environmental Protection Department for both Columbia and Richmond Counties. This ban will go into effect every year during this time. The only outdoor burning that will be permitted is Forestry, Agricultural and Fire Department training burns. All other outdoor burning (Commercial & Residential) will be prohibited.

    There are alternatives to burning. Mulching, composting or hauling to an approved site are recommended.
